WHEN Los Angeles County officials changed the formula for reporting the deaths of children who died after the county was called into investigation, the two-year number jumped. It was no surprise, and it was absolutely the right thing to do.

Last month an audit by the county's inspector general harshly criticized the way that the Department of Children and Family Services reported on children who died under the agency's purview. The audit found evidence that the DCFS might be deliberately misclassifying the deaths of kids under protective services to avoid public scrutiny.
