IN Southern California, storms are short and water shortages are long. It might not seem like it at the moment, when we're worrying about the damage done by the recent spate of storms and slogging through the sopping ground to clean up the fallen branches, but we still have long-term water problems. And yet there have been few initiatives at either the local or state level to deal with storm water.

There must be a better way than the current system in which we hunker down for the few days of deluge each year, allowing precious storm water to tear up our streets, clog storm drains screens, rush down river basins carrying trash and endangering lives.
