THE story of the city of San Fernando pool illustrates the tough choices that must be made when grand ambitions smack up against hard reality in an economic downturn.

The tiny city spent $14.5 million to build the most luxurious, impressive Olympic-size pool in the region. It took six years to build and cost more than twice its original budget. One can certainly question whether the city needed to build such an elaborate facility. Nevertheless, since the pool opened in 2008, it has become a community treasure and drawn swimmers from as far away as Moorpark.
